An initiative from the Italian government -- occupying the six-month rotating presidency of the European Union -- could substantially weaken proposed rules that would uphold net neutrality in Europe, according to a document seen by Real Time Brussels. The net-neutrality rules are part of wider proposals covering the EU telecoms sector.
