RIAA Settling Downloading Suits at "Discounted Rate"

The Recording Industry Association of America is seeking to settle more claims against people it suspects of illegally downloading copyrighted music, and offering to do it "at a discounted rate," even as it presses Internet service providers to increase record-keeping on those who may be sued. Some lawyers who oppose the litigation question whether the association has softened its tactics or simply seeks to collect more information from people targeted for lawsuits while reducing ISP interference.
